亲爱的各位同事,朋友们:
你们好!
我非常高兴有机会再次来到韩国,来到美丽的仁川。今天在这里发言我感到非常荣幸。我谨代表中国残疾人联合会,向康复国际会议顺利举行表示衷心的祝贺!
一周来,我与各位同事和朋友分享了残疾人康复工作的经验,有很多收获,希望今后我们能够加强交流与合作,为残疾人康复事业多做贡献。下面,请允许我介绍中国残疾人康复工作的一些情况。
中国有8500万残疾人,这个数字凝结着几千万个家庭巨大的痛苦。康复对残疾人的生存与发展有着重要意义。我认为,残疾人应该有质量、有尊严地生活,康复和训练能够帮助残疾人恢复功能。康复是残疾人参与社会生活的希望。意味着他们可以重新获得学习和就业的机会,也可以减轻家庭和社会负担。
中国残疾人联合会成立于1988年,二十多年来,中国残联在促进残疾人的立法、国家规划的制定和实施,以及促进残疾人的康复、教育、就业、扶贫、文化生活和社会福利等方面做出了积极努力。我们重点推动残疾人康复工作,使1000多万残疾人得到了不同程度的康复。我认为,康复是残疾人工作的重中之重,抢救性的康复如同给人新的生命。
20多年来,中国残疾人康复服务体系逐渐完善,初步建立了社会化的残疾人社区康复服务体系。我们依托城乡社区服务网络,开展社区和家庭康复服务,满足残疾人多种康复需求。目前,中国有残疾人康复机构19000多所。我们拥有大型的中国康复研究中心,那里有一流的设施和专家;2008年汶川大地震后,四川建起了更加现代化的八一康复中心。近年,很多省、市、县也相继建起了康复中心,社区康复服务能力得到提高,更多的残疾人获得了康复的机会。我访问过一些脑瘫儿童康复机构,一些孩子的康复是令人满意的,他们紧张的肌肉得到了松解,有的能够站起来,有的还学会了自己行走。
我们继续开展抢救性的白内障复明手术、肢体残疾矫治手术和聋儿听力语言训练等国家重点康复工程,还与卫生部、国际狮子会合作开展“视觉第一中国行动”,使很多盲人重见光明。在中国聋儿康复研究中心和一些地方的聋儿康复中心,我见过的很多聋孩子,经过语训的孩子听力和语言都有不同程度的进步,有的孩子已经走进普通学校。中国残联优先组织开展0至6岁残疾儿童抢救性治疗和康复,很多孩子得到了及时的康复。每当看到聋孩子学会说话,或是在舞台上唱歌,我都会无比欣喜,特别是听到可爱的孩子们说“海迪阿姨,你好”的时候,我总是深深地感动。我想我们的康复工作多么重要,康复把美好的未来送给了孩子们。
我们还开展了精神病综合防治康复、盲人定向行走训练、智力残疾人康复训练、孤独症儿童早期训练等工作,并且为残疾人配备辅助器具,安装假肢,还给很多贫困残疾人免费安装。目前,残疾人部分康复项目已纳入医疗保险报销范围,有条件的省、市还将部分辅助器具也纳入了医疗保险报销范围。我想,建立完善的社会保障制度,才能提高残疾人的社会福利水平。
我们一直重视残疾预防工作,针对遗传、疾病、药物中毒、事故、环境污染和其他致残因素,宣传普及优生优育和残疾预防知识。组织和动员社会力量,开展“爱耳日”、“爱眼日”和“精神卫生日”等宣传活动,增强全社会“预防残疾,增进健康”的观念,减少残疾的发生。
我们高度重视残疾人康复科技进步和创新工作,积极借助社会各界力量,加大对康复科技创新的支持,用先进的医疗技术攻克致残的疾病,借助辅助器具替代残缺的肢体和器官,实现身体的功能外化。中国残联已成功举办了五届国际福祉博览会暨中国国际康复博览会。相信科学技术的发展一定能帮助更多的残疾人得到康复,建立新的生活方式。
去年夏天,我从报纸上看到一个男孩子去参加高考。他没有小腿,只用两个膝盖走路,他的膝盖上穿着一双鞋!我立刻打电话给康复部,请他们找到那个孩子。我说,我们一定要让他站起来!后来,陕西省康复中心给这个孩子做了截肢修整手术,不久又给他安装了假肢。秋天,他走进了一所大学的校门。我对同事们说,我们不但要帮助一个孩子,还要帮助所有的残疾孩子。
尽管中国残疾人康复工作取得了一些成绩,但是我们依然面临许多困难和问题。中国是世界上最大的发展中国家,有8500多万残疾人,康复需求量很大。但是,残疾人康复服务网络还不健全,县乡一级的康复机构条件并不理想,康复人才还很缺乏。我们将继续实施“康复人才培养百千万”工程,大力开展社区康复,提高康复质量和水平。2009年,中国残联与吉林大学合作,建立中国康复人才培养基地,培养公共卫生硕士,一些医科大学还开设了康复专业,支持康复科学技术的研究和应用,推动残疾人康复事业科学发展。
中国是“1993~2002年亚太残疾人十年”的发起国之一和积极支持者。为残疾人服务是我们的责任,我们将努力帮助残疾人克服困难,解除痛苦。在新的亚太残疾人十年中,与各国同事一道,为实现残疾人“平等·参与·共享”的目标而奋斗,把光明和幸福送给千家万户。

Dear colleagues and friends,
Good
morning!
I am
pleased to have this opportunity to visit Korea again, and see the beautiful
Inchon. It is my great honor to be invited to deliver a speech here. On behalf
of China Disabled Persons’ Federation, I’d like to extend my sincere
congratulations on the successful RI World Congress. Over the past week, we
shared and exchanged experiences on rehabilitation. By doing so, we enriched
our knowledge and expertise. I hope we can further strengthen our exchange and
cooperation in the future and make greater contributions to the work on
rehabilitation.
Now,
please allow me to take this opportunity to brief you on the work of
rehabilitation in China.
There
are about 85 million persons with disabilities in China. This figure embodies
tremendous sufferings of tens of millions of families. Rehabilitation is of
great significance to their subsistence and development. I think that they
should live a quality life with dignity. Rehabilitation training can help them
improve functions. Rehabilitation means a hope for persons with disabilities to
participate in social life and it brings about better opportunities to
education and employment for them. In addition, rehabilitation can mitigate the
burden of families and society.
China
Disabled Persons’ Federation was established in 1988. Over the past two decades
since its establishment, the Federation has made enormous efforts in advancing
legislation on disability, working out and implementing national action plans
on disability, as well as promoting rehabilitation, education, employment,
poverty reduction, culture life and social welfare for persons with
disabilities. Promoting rehabilitation is among our priorities. Our efforts
have helped over 10 million persons with disabilities improve functions to
different degrees by rehabilitation training. I believe rehabilitation should
be among the top priorities of our work, and early intervention is
life-changing.
Over the
past two decades, the rehabilitation service system in China has been improving
gradually, and a socialized, community-based rehabilitation system has been
initially formed. Community-based and family rehabilitation services were
delivered based on the urban-rural community service system, which meet the
diverse needs of persons with disabilities. At present, there are more than 19
thousand rehabilitation agencies in China. The China Rehabilitation Research
Center is the largest one in China which consists of first-class facilities and
professionals. After the devastating Wenchuan earthquake in 2008, an even more
advanced rehabilitation center was established in Sichuan province. In recent years,
rehabilitation centers were set up in many provinces, cities and counties, and
the service capacity delivering community-based rehabilitation also improved
significantly. Persons with disabilities can enjoy better access to
rehabilitation services. I visited some rehabilitation agencies for children
with cerebral palsy where the results achieved in rehabilitation were
encouraging. The children’s tense muscles were relaxed. Some of them could
stand up independently and some could even walk.
We
continued carrying out national rehabilitation projects, including cataract
surgeries, surgical treatment for physically disabled persons, hearing &
speech training for hearing impaired children, as well as the SightFirst China
Action which was jointly implemented by the Ministry of Public Health, China
Disabled Persons’ Federation and the Lions Clubs International. At the China
Rehabilitation Center for Children with Hearing Disabilities and some local
centers of its kind, I saw many children’s hearing and speech ability improved
to varying degrees after training, and some of them were able to study in
regular schools. As a priority, China Disabled Persons’ Federation conducted
early intervention and rehabilitation for children with disabilities aged from
0 to 6, enabling many children to gain timely rehabilitation. I am always
delighted when I see children with hearing and speech impairments talking or
singing on the stage. In particular, I felt so moved while hearing the lovely
children greeting me: “Hello, Auntie Haidi”. How important our rehabilitation
work is, I think. It is rehabilitation that brings children a bright future.
We also
offered services such as comprehensive prevention and treatment for persons
with psychosocial disabilities, orientation and mobility training for persons
with visual disabilities, rehabilitation training for persons with intellectual
disabilities, early training for children with autism, and assistive devices
fitting. For those in poverty, the assistive devices were offered for free. At
present, the costs of some rehabilitation services for person with disabilities
can be reimbursed by medical insurance, and in some provinces and cities, the
provision of some assistive devices is also covered by medical insurance. In my
opinion, only with the institutional building of social security can the
well-being of persons with disabilities be raised.
We have
always attached great importance to disability prevention. We carried out
publicity campaigns to spread knowledge about pre-natal & post-natal care
and disability prevention, in consideration of the major factors causing
disabilities including genetic diseases, illness, drug poisoning, accidents,
environmental pollution, etc. We mobilized social resources to enhance the
social awareness about “Prevent Disability and Improve Health” by conducting
publicity activities such as “Ear-Care Day”, “Eye-Care Day” and “Mental Health
Day” so as to reduce the occurrence of disability. We paid high attention to
the progress and innovation of science and technology related to
rehabilitation. We actively mobilize social resources to support scientific and
technical innovation in rehabilitation. With advanced medical technology, the
diseases causing disabilities would be conquered; and with assistive devices,
the functions of the disabled limbs and organs can be replaced and
externalized. China Disabled Persons’ Federation has successfully held five
sessions of International Welfare Fair & China International Rehabilitation
Expo. We are confident that the development of science and technology will
certainly help more persons with disabilities gain rehabilitation and start a
new life.
Last
summer, I saw a boy in a newspaper who was on the way to attend the National
College Entrance Examination. He could only walk on his knees, for he lost his
shanks. On his knees, he wore a pair of shoes. I then called the Rehabilitation
Department of CDPF and asked them to find the boy. I said: “we must let him
stand on his feet”. Later, with the assistance of the Rehabilitation Center of
Shaanxi Province, the boy was operated on and soon fitted with artificial legs.
In Autumn, it was by walking that he entered a college. I said to my colleagues
we should give our helping hands not only to one child, but also to all the
children with disabilities.
Although
we have made great achievements in China, our work on rehabilitation is still
faced with many difficulties and challenges. As the largest developing country
in the world, China homes 85 million persons with disabilities who have very
large demands for rehabilitation services. However, China’s rehabilitation
service system is still developing, the service capacity of the rehabilitation
agencies at county and township level remains low, and rehabilitation
professionals are in shortage. We will continue our project “Cultivate Millions
of Rehabilitation Talents”, so as to promote community-based rehabilitation and
to improve the quality of rehabilitation services. In 2009, in cooperation with
Jilin University, China Disabled Persons’ Federation established China
Rehabilitation Practitioners Training Base which offers training for graduate
students in public health. And some medical schools also set up rehabilitation
programs that are dedicated to research and application of rehabilitation
science and technologies.
China is
one of the sponsors and active supporters of the first and second “Asian and
Pacific Decade of Disabled Persons”. Driven by the sense of mission and
responsibility, we never stop our commitment to helping persons with
disabilities overcome difficulties and get out of pains. In the third Decade,
we are ready to work together with colleagues from other countries to fight for
a society where persons with disabilities can enjoy “Equality, Participation
and Inclusion”, and where all the families are full of warmth and happiness.
